Last chance to shape East Devon’s Future: Local Plan and Exmo_20 site

A six-week consultation on East Devon’s new Local Plan is being held before it is reviewed by a Government inspector and after that it should be adopted.  The document being considered outlines what development should go from now until 2042. The consultation, taking place between 13 February and 31 March, is the last chance for residents to share their comments on the plan before the review by the Government inspector.

Ensure your voice is heard via the
EDDC Regulation 19 Local Plan Consultation, you have until 9 am on 30th March 2025.

Exmo_20 site

The draft Local Plan includes the Exmo_20 site for allocation for a new suburb with 700 homes, the size of Woodbury.  The site is located close to Budleigh Salterton with the main proposed access at B3179 / Archery Club.

Any feedback to say the proposals are not sound MUST be to the policies and how they conflict with planning policy or the process. To help those who may want to feedback that the development is not sound for the Exmo_20 site, a local working group has put together the following guidance on how to use the EDDC's Commonplace platform.

Please email
[email protected] should you require any further assistance or information.

 SUBMISSION GUIDANCE
Step 1.  Go to the EDDC website https://eastdevonlocalplanreg19.commonplace.is/
Step 2.  Scroll down until you find the ‘Local Plan Chapters’.
Step 3.  Scroll through and find ‘Local Plan Chapter 5’, Development in the Towns and Villages.
Step 4.  Click on ‘Give your feedback’.
Step 5.  Scroll a little way down and there are some questions, 1-6.

HOW TO ANSWER THE QUESTIONS
Q1 select POLICY
Q1a write SD01 (this policy refers to all development proposals in Exmouth)
Skip Q2, 2a, 2b and 2c.  Just leave them blank.
Q3 asks if you believe the policy is sound, select NO
Skip 3a
Q3b write the example sentences below (or as you see fit):

  • The main access point of Exmo_20 is significantly closer to BudleighSalterton than Exmouth, making Budleigh it’s most convenient and accessible town. The services and infrastructure of Budleigh (High Street, Doctor’s, school, beach etc) would be the preferred choice for residents of Exmo_20. This undermines the settlement hierarchy and would lead to coalescence of Budleigh and Exmouth, contrary to POLICY OL05 of the Local Plan.
  • An alternative site to Exmo_20 for housing allocation should be selected, one which was deemed available, achievable & suitable in the HELAA.
  • Exmo_20 would cause harm to the adjacent Pebblebed Heaths (SSSI/SAC/SPA/NNR) due to Exmo_20 being a supporting foraging habitat. Developing Exmo_20 is contrary to POLICY PB01 of the local plan and not in accordance with the mitigation strategy.
  • Exmo_20 would cause harm to the heritage assets, most significantly St John in the Wilderness Grade ll* listed church and churchyard, drastically altering the attractive rural setting for worship & burials which currently exists. This is contrary to POLICY HE02.
  • Exmo_20 would have a detrimental effect on the adjacent designated wildlife sites and destroy the “tranquility, wildness and dark skies” of the countryside, which is contrary to POLICY OL01.
  • Exmo_20 development would be in conflict with the Strategic Nature Area 368, fragmenting and isolating habitats and destroy wildlife corridors, contrary to PARAGRAPH 13.23 of the Local Plan. It would cause harm to irreplaceable habitats, veteran trees and species rich hedgerows across the site, contrary to PARAGRAPH 13.9.
  • Exmo_20 is in conflict with POLICY OL09 and POLICY PB04 as the Habitats Regulations Assessment (30.01.25) states that there is “currently not sufficient certainty to rule out adverse effects in integrity in relation to...air quality (East Devon Pebblebed Heaths SAC/SPA) such that the Plan fails the integrity test.
  • Development of Exmo_20 on heavy clay subsoil with ineffective soakaways, would exacerbate the already identified downstream flood risk along Withycombe Brook through Exmouth, which is already beyond its design capacity. This is in conflict with POLICY AR01B.
  • Exmo_20 would increase the need for car travel and increase traffic congestion, in conflict with PARAGRAPH 11.2. The isolated location is unsustainable development as people would need to travel much further than 800m to existing key services and facilities, contrary to PARAGRAPH 11.6. It is too far (and too steep) from any town centre to use walking or cycling as their choice of transport. This is contrary to POLICY TR01.
For Q3c you can either leave it blank or put in a suggestion (examples below which you may want to use)
  • Remove Exmo_20 from the Local Plan
  • Reduce the size of Exmo_20
  • Do not assess the site via B3179
  • Do not access the site via Southern Wood
  • Revert to Exmo_20b as previously proposed
Skip Q4, 4a and 4b
For questions 5 answer as you please (self explanatory).
Finally, you have the option to upload files should you wish.
Press NEXT to submit your feedback.

You can re-enter the site and submit more objections any time you like until 9 am on 30 March 2025.
